Ukraine’s journey towards European Union membership receives a significant boost as Norway pledges €90 million to support the country’s reform efforts. This financial injection is crucial for Ukraine, which must implement 23 key reforms by the end of 2026 to access the EU’s Ukraine Facility’s 11th installment, valued at €2.1 billion. The reforms span critical areas such as public finance management, judicial improvements, anti-corruption measures, enhancing the business environment, and upholding the rule of law.
The Norwegian contribution is particularly impactful given Ukraine’s current challenges in meeting reform deadlines. Delays have posed a threat to the release of international financial assistance and have the potential to hinder Ukraine’s progress towards EU accession. However, recent legislative advancements indicate movement in the right direction, as several reform bills have progressed through Ukraine’s parliament.
Norway, though not an EU member, is deeply integrated with the bloc through the European Economic Area and has been a steadfast ally in Ukraine’s recovery and reform initiatives. This latest financial commitment underscores Norway’s continued support and emphasizes the broader international community’s investment in Ukraine’s future within the EU framework.
Since its inception in 2024, the Ukraine Facility has provided €29.5 billion to aid Ukraine in its reform and recovery efforts.
