EU Launches €21.3 Billion Defence Fund, Prioritizing Ukraine Support

The European Commission has initiated a new funding round under its Security Action for Europe (SAFE) programme, unveiling €21.3 billion aimed at bolstering defence capabilities across the European Union and providing critical support to Ukraine. This announcement, made on October 29, marks the second phase of the SAFE initiative, part of the broader €150 billion Readiness 2030 defence programme, which was introduced in May 2025.

The funding is designed to provide long-term loans to EU member states, enabling them to enhance their defence investments and expand military production capacities. The European Commission has specifically urged governments to channel these funds into joint procurement projects that address urgent defence needs, with a particular focus on air and missile defence systems, drones, counter-drone technology, and ammunition for Ukraine.

Applications from member states are due by November 13, with provisional funding allocations expected to be announced within two weeks following the deadline. Projects that receive approval will need to be fully implemented by June 30, 2027.

This funding round follows an initial cycle, during which 19 EU countries submitted loan applications totaling approximately €130 billion. Some countries, such as Hungary, Italy, and France, later reduced their requests, which has allowed for additional funds to be available in this new cycle. Poland, having been the largest applicant previously, is anticipated to seek further support as it continues to expand its defence capabilities. Other countries like Ireland and Greece may also participate in this round.

The SAFE programme aims to fortify Europe’s defence industry while addressing Ukraine’s immediate military requirements through coordinated procurement and investment efforts. The initiative underscores the EU’s commitment to strengthening its collective defence posture in response to evolving security challenges.
