Zelensky: Russia Rejects Energy Ceasefire, Supports Humanitarian Truce in Oleshky

Ukrainian President Volodymyr Zelensky announced that a proposed energy ceasefire with Russia has failed, as Russian forces continue to target Ukraine’s energy infrastructure. Zelensky made these remarks during a joint press conference with Dutch Prime Minister Rob Jetten in The Hague on October 28. Despite supporting an initiative by U.S. President Donald Trump to halt attacks on energy facilities, Zelensky stated that Russia has not reciprocated, prompting Ukraine to continue its defensive measures.

In contrast, Zelensky welcomed developments regarding a humanitarian truce in Russian-occupied Oleshky, facilitated by the United States. This truce, which began on October 27, aims to assist humanitarian efforts, including the evacuation of civilians from the occupied area in the southern Kherson region. The Ukrainian president expressed gratitude towards Washington for its role in establishing the truce and noted that even a brief cessation of hostilities could ease civilian suffering and aid evacuation efforts.

Looking ahead, Zelensky mentioned plans for a new round of trilateral peace negotiations involving Ukraine, the United States, and Russia, set to occur in Abu Dhabi between November 6 and 10. The discussions are expected to address several critical issues, including ceasefire terms, energy infrastructure, maritime security, prisoner exchanges, and the return of Ukrainian children.

While technical meetings may lay the groundwork for high-level negotiations, Zelensky pointed out that no direct meeting with Russian President Vladimir Putin has been scheduled. He emphasized Ukraine’s readiness to discuss territorial matters directly with Russia’s leadership, asserting that any agreement concerning Ukraine must include its participation. Zelensky also highlighted the importance of involving European nations in discussions about Ukraine’s security guarantees and Europe’s broader security framework, although he affirmed Ukraine’s commitment to pursuing peace talks even if European representatives are initially absent.

During Zelensky’s visit to the Netherlands, Prime Minister Rob Jetten announced significant support for Ukraine, including €500 million in military aid and €1.2 billion in non-military support over three years. Jetten also mentioned efforts to collaborate with international partners to secure additional air-defense interceptors for Ukraine as the country prepares for another winter amid ongoing Russian aggression.
