Former Canadian spy chief David Vigneault says China has intensified its espionage campaigns across Western universities to obtain cutting-edge technologies. These institutions, he said, must now treat security as a core responsibility.
He noted that China’s recent attempt to steal advanced research involved multiple layers of cyber operations, human networks and academic recruitment. This, he said, reflects a highly coordinated strategy.
Beijing’s objective is to feed scientific advances into its defence programs, particularly the People’s Liberation Army. Vigneault said this system operates with precision and long-term focus.
He added that China’s push to modernize its military stems from its shock at the US military’s rapid victory in Iraq. Since then, the country has been gathering knowledge globally to strengthen its position.
Despite acknowledging fears of racial profiling, Vigneault stressed that criticism should target the Chinese Communist Party, not individuals. Some espionage cases, he said, involved non-Chinese operatives.
