The testimony highlighted the administration’s willingness to employ military force in pursuit of foreign policy objectives while maintaining that diplomatic channels remain open.
Rubio assured lawmakers that Venezuela’s current interim leadership is cooperating with American demands and will soon experience tangible benefits from compliance. He emphasized that the United States has no current plans for additional military intervention in Venezuela, describing such action as unnecessary absent an imminent threat that officials do not currently anticipate. This represented a notable shift from his prepared testimony, which had suggested Washington would not hesitate to deploy force again if interim leaders failed to meet Trump’s requirements.
The former senator addressed concerns about potential global consequences of the Venezuela operation, particularly regarding China’s ambitions toward Taiwan. Rubio dismissed suggestions that Beijing’s calculus would be influenced by American actions in South America, characterizing Chinese reunification efforts as a legacy project for President Xi Jinping that will proceed regardless of international developments. He maintained that regional conflicts operate independently rather than creating demonstrable precedents for authoritarian aggression elsewhere.
Regarding Trump’s threats to seize Greenland from Denmark, Rubio reported that initial tensions within NATO have diminished and productive conversations are underway about addressing the president’s concerns. He emphasized America’s strategic interests in the Arctic territory as a counter to Russian and Chinese influence, while noting that Trump recently backed away from threatened tariffs against European nations that deployed military forces to Greenland in solidarity with Denmark.
The hearing also addressed escalating tensions with Iran, with Rubio stating no immediate attack plans exist despite Trump’s renewed military threats. He acknowledged that pursuing regime change in Tehran would prove far more complex than the Venezuela operation, requiring extensive strategic planning. The Secretary noted increased American military presence in the Middle East is defensive, designed to protect personnel against potential Iranian threats rather than preparation for offensive operations.
