Peace Plan Details Emerge as Trump Sets Conditions for Summit Meetings

The path toward ending the conflict between Russia and Ukraine took new shape as President Trump outlined his conditions for direct engagement with the leaders of both nations. The American president insists on substantial agreement before committing to summit meetings with Putin and Zelensky.
Administrative officials characterized recent negotiations as productive, pointing to refinements made to an initial 28-point proposal that generated controversy when first introduced. The revised framework reportedly addresses some Ukrainian and European concerns while maintaining core elements deemed essential by American negotiators.
Steve Witkoff, serving as Trump’s special envoy, received authorization to conduct talks in Moscow, building on previous conversations with Russian officials. Simultaneously, Army Secretary Dan Driscoll transitioned from meetings with Russian representatives in Abu Dhabi to engagement with Ukrainian counterparts, coordinating a dual-track diplomatic approach.
The Ukrainian government continues to signal openness to negotiations while maintaining firm positions on key issues. President Zelensky publicly thanked Trump for his efforts while clarifying that no final agreement has been reached, countering media reports suggesting Kyiv had already accepted terms.
Russian Foreign Minister Sergei Lavrov indicated Moscow expects to receive a formal proposal following consultations between the United States, European allies, and Ukraine. However, Lavrov warned that any significant deviations from understandings reached during Trump’s earlier meeting with Putin in Alaska would complicate acceptance by the Kremlin.
